Doddridge Sheriff Custody Route
A Doddridge County Sheriff's Office arrest normally enters the regional WVDCR system. The researched facility map does not support describing a separate sheriff-operated long-term jail or a sheriff release feed. North Central Regional Jail and Correctional Facility in Greenwood is the central custody institution. WVDCR, not the sheriff, holds the authoritative jail booking, movement, and release event.
The sheriff's own file can still matter. It may establish who made the arrest, the event date, the incident or arrest report, and transport to a receiving facility. Once booking occurs at North Central, ask that facility or WVDCR whether the person left for the community, moved within the state system, or passed to another authority. The Doddridge court file supplies the bond, dismissal, sentence, time-credit, probation, or other order behind the change.
Confirm a Doddridge Sheriff Release
Begin with the custody handoff. Search the official WVDCR OIS for the person and match the North Central booking to the Doddridge case. Because OIS is active-inmate focused, a missing entry cannot prove community release. Save the date checked and the identifiers shown. Then look for the court event that may have authorized a change.

Write a narrow request. Identify the full name, aliases, date of birth if known, event date, location, deputy or report number if known, and the records sought. For this office, that can include sheriff-created arrest or incident records, transport documentation, and a photograph in sheriff custody. Do not ask the sheriff to produce WVDCR's release database merely because a deputy made the arrest.
West Virginia Code §29B-1-3 requires a reasonably specific request to the record custodian. Within five days, excluding Saturdays, Sundays, and legal holidays, the custodian must furnish copies, advise a reasonable inspection time and place, or deny in writing with reasons. Doddridge Sheriff and North Central
North Central serves eight counties. A person housed there may be tied to Harrison, Marion, Monongalia, Pleasants, Ritchie, Wirt, Wood, or Doddridge. Facility location does not establish case county. The booking and court number must do that work. This is especially important when names repeat or when the arresting agency transported someone for another jurisdiction.
A North Central departure has several possible meanings. Bond, dismissal, time served, a jail sentence ending, parole, or mandatory supervision can lead to community release. Movement to another WVDCR institution remains state custody. Surrender to an outside authority on a warrant, detainer, or federal process changes the custodian. Administrative removal from public display may not describe physical movement at all.
Ask one direct question: did the person enter the community, move to another WVDCR placement, or transfer to a named outside custodian? A release record that identifies the event and destination answers more than a roster check. The sheriff's transport record may help trace either the initial handoff or a later transport within its own custody.
Doddridge Sheriff Federal Handoffs
NCRJCF contractually housed federal detainees for the United States Marshals Service in WVDCR's FY2024 report. A person connected to a Doddridge arrest or local stay can therefore leave the regional building yet remain in federal custody. The BOP wording “Not in BOP custody” has a limited meaning. It does not exclude USMS, state, local, ICE, probation, or supervised-release status. If a record is partly withheld, ask for redaction and the segregable nonexempt portion. Law-enforcement investigative material, protected personal data, security information, medical details, juvenile records, and sealed or expunged matters can be restricted. A no-result can reflect a legal limit, a spelling issue, a different custodian, or an old record. It should not be turned into a broad claim about the person's history.
A useful written request keeps custody episodes separate. State the sheriff event date and ask for the arrest or transport record created by that office. In a second request, give North Central the booking range and ask for its release or movement entry. In a third channel, obtain the operative court order from the correct clerk. The resulting records can be compared by case number and date without asking any one office to answer for another agency's file.
If the sheriff record names a receiving facility other than North Central, follow that named custodian. If it shows transport to North Central, use WVDCR from that point forward. When multiple warrants or cases appear, confirm which one controlled the release and whether another hold remained. A dismissal in one case does not by itself end custody on another case, sentence, or agency request.
Preserve the response letter as well as the produced pages. A written denial should state reasons, while a partial response can show which fields were redacted. If the office does not hold the requested WVDCR record, ask it to identify that limitation rather than treating the lack of a sheriff copy as proof that no release event exists.
