Where North Central Releases Go

Leaving North Central Regional Jail and Correctional Facility does not describe one result. A pretrial detainee may go to the community after bond, recognizance, dismissal, or another court order. A person serving a jail term may leave after time served or completion of that term. A state-sentenced person may enter parole, mandatory supervision, or another conditional status. Someone may also move to another WVDCR institution or pass to an outside authority. Those last two events are transfers, not community release.

The release or movement record should identify the event, time, authority, and destination when that field is recorded and may be disclosed. The Doddridge court docket can explain why custody changed, but a court order may precede physical processing. A VINE notice can mark a reported change, yet it may not state whether the person went home or to another custodian. Confirm a North Central Release

Start with the official WVDCR offender-search landing page. It separates jail, prison, daily-incarceration, and absconder tools. The regional-jail search is active-custody focused. It is useful for checking whether a person still appears, not for proving that an absent person entered the community. Record the search date and the exact institution, identifier, and status shown.

1. Match the full name with date of birth, booking number, case number, and facility when those details are known.
2. Check the Doddridge magistrate or circuit case for a bond, dismissal, sentencing, credit, or later custody order.
3. Use West Virginia VINE for a reported custody-change event, then confirm the type and destination with WVDCR.
4. Ask for the North Central release or movement record by person, booking range, case, and requested fields.

A state sentence calls for the prison side of OIS, sentence calculations, and Parole Services or Parole Board material when parole is involved. It is not a promised exit date.

Note: A VINE alert is strong event evidence, but the facility record is the better source for release type, time, and destination.

North Central Release Records

WVDCR operates North Central and holds its operational booking, movement, and release data. Contact the facility for routing before sending a written request, since staff names and office hours can change. The official facility page supplies the address, phone, and fax shown here.

Under West Virginia Code §29B-1-3, a request should be reasonably specific and directed to the custodian. Identify the full name, aliases, birth date if known, booking range, Doddridge case number, and North Central. Ask for admission and release or transfer times, the event type, releasing authority, destination or next custodian if recorded and nonexempt, booking number, and associated case number. Request electronic delivery and segregable nonexempt portions.

The statute gives the custodian up to five days, excluding Saturdays, Sundays, and legal holidays, to furnish copies, set a reasonable inspection time and place, or deny the request in writing with reasons. Actual reproduction costs may apply. No special North Central release-record fee was verified, so request an estimate rather than assuming a price.

North Central Jail History

The official North Central facility page says the institution opened in August 2001 and is one of West Virginia's largest jails. It sits in Doddridge County but serves Doddridge, Harrison, Marion, Monongalia, Pleasants, Ritchie, Wirt, and Wood counties. That eight-county role is the distinctive point behind a careful search.

Facility county and case county are not the same field. A person housed in Greenwood may have no Doddridge case at all. Search the county named in the booking or court record, not merely the county where the building stands. A felony may also begin in magistrate court and proceed in circuit court under a new number. Following the correct county and both case stages prevents a North Central result from being attached to the wrong proceeding.

Note: The words “North Central” identify the institution, not the court that ordered custody or the county that filed the charge.

North Central Release Terms

The combined “Regional Jail and Correctional Facility” name has real consequences. A pretrial bond release ends jail custody while the criminal case continues. A regional transfer only changes the place or agency holding the person. Parole is conditional community release before sentence maximum. Final discharge ends the controlling sentence, though another sentence, hold, or supervision order may still matter.

Bond release

A court-authorized pretrial exit subject to stated conditions.

Transfer

Movement to another institution or custodian without freedom from custody.

Parole

Conditional release from incarceration with WVDCR supervision.

Discharge

End of the controlling sentence or supervision term shown by the proper record.

A sentence calculation may include a minimum discharge date or final release date. The Parole Board uses parole eligibility date for the first point of possible consideration. These terms should be quoted as the agency records them. Converting them all into “released” hides the difference between eligibility, physical departure, conditional supervision, and the end of legal control.

North Central Federal Transfers

WVDCR's FY2024 annual report states that North Central contractually housed detainees for the United States Marshals Service. This documented link creates another reason a person may leave the state regional facility without entering the community. A USMS detainee can be moved for a federal hearing, placed elsewhere under contract, or later designated to the Federal Bureau of Prisons after sentence.

USMS has no public release locator equivalent to the BOP tool. For a federal pretrial case, use the federal docket for detention or release orders and seek agency records through USMS FOIA. The BOP locator becomes relevant after federal sentencing and designation. Its “Not in BOP custody” wording does not rule out USMS, state, local, immigration, probation, or supervised-release status.

No official evidence shows that North Central has an ICE detention contract. Immigration custody should be checked only when the facts support it. Do not turn a federal contract with USMS into an ICE claim.

North Central Release Pickup

The official North Central visitation rules say there is no local transportation or bus service and place the nearest taxi service in Clarksburg or Parkersburg. Those visitation directions establish a real geographic constraint. They do not promise a ride, state a release door, name a family waiting zone, or set a daily release time.

Call the facility before travel. Confirm that a community release is actually scheduled, ask which pickup point may be used, and request current guidance about timing and property return. Statewide WVDCR policy titles cover release, transportation, discharge certificates, out-processing to parole, conditional release, and mandatory supervision, but those titles do not supply local North Central gate procedures.

A Board grant also may not equal same-day departure. For a regional-jail parole grant, the Board FAQ describes transfer for DCR intake and fingerprinting before actual release. The hearing date, grant date, transfer, and community exit can therefore differ. Verify the last event through DCR and VINE before arranging a pickup.

North Central Release Proof

The strongest historical proof is a dated WVDCR release or movement record that names the person, booking episode, event, time, authority, and destination, paired with the operative court order when a judicial act caused the change. A VINE notice can support the event. The active roster alone cannot replace that pair.

If the sources conflict, report the conflict to North Central and ask for correction or clarification. Use the same identity fields and retrieval dates throughout. That method gives a clear answer without treating transfer, parole eligibility, or roster disappearance as final discharge.

Keep the facility name, case county, booking number, and event date together in every follow-up. That small record trail makes later verification much easier.
