That includes participating WVDCR custody such as North Central Regional Jail and Correctional Facility. The selected result should still name the reporting agency because North Central serves eight counties and houses people tied to different courts.
VINELink is the online entry for search and registration. The statewide phone route is 1-866-WV4-VINE, also written as 1-866-984-8463. WVDCR says staff are available around the clock to answer VINE questions. Online registration supports email, while telephone registration uses the options presented during the live process.

The portal is an event and notification tool. It is not the Doddridge court docket, a complete release log, or a certified historical record. That boundary shapes how any result should be used.
Search Doddridge County on VINELink

A released status is strong evidence that the participating agency reported an event. It may not say whether the reason was bond, time served, dismissal, sentence completion, parole, or another action. Nor does the label alone prove that the person entered the community. Automated registration and written statutory notice are related but not identical. West Virginia's local rule for written notice requires added steps, which deserve their own treatment.
Written Doddridge Release Notice Requests
West Virginia adds a distinctive notice layer beyond the ordinary VINELink registration. A person seeking written notice of release or a parole hearing under the state process should send the request to both WVDCR and the West Virginia Parole Board. They are separate entities. WVDCR controls corrections custody and Parole Services, while the Board makes parole-release decisions.
The official WVDCR VINE page states that a written notification request sent to WVDCR also enrolls the requester in automated VINE notification. That does not remove the need to write the Parole Board when parole-hearing notice is sought. Keep copies of both requests, delivery proof, and any acknowledgement so the routes are not confused.
This split also clarifies where to direct later questions. Ask WVDCR about the facility event and its VINE record. Ask the Board about a parole hearing or Board decision. A parole grant is not always the physical release timestamp. For a person in a regional jail, intake and fingerprint processing can occur before community release, so confirm the final event through WVDCR and VINE.
Note: Written notice to WVDCR can trigger automated VINE enrollment, but parole-hearing notice still requires the separate Parole Board route.
Doddridge VINELink Transfer Timing
WVDCR warns that VINE does not place a notification call while an offender is moving from one facility to another. Notice occurs after arrival at the receiving facility. The gap protects the transfer process, but it also means silence must not be read as release. North Central is part of a statewide network, and movement to Salem or another WVDCR facility remains custody.
Build a timeline if a status appears unclear. Note the last OIS result, the court event, the VINE update, and any facility confirmation. A transfer may create a period when the prior site no longer appears to hold the person and the new site has not yet completed arrival reporting. Wait for the next agency event or ask WVDCR to confirm the destination.
Confirm Doddridge Releases Beyond VINELink
VINELink does not replace the court order or facility record. A Doddridge pretrial release is explained by the magistrate or circuit file and confirmed operationally by North Central. A state-sentenced person's parole, mandatory supervision, conditional release, or final discharge belongs to WVDCR records, with Board material added when parole applies. Federal systems are separate. The BOP locator applies to a federally sentenced person. USMS may hold a person before trial or designation, including under contract at NCRJCF, and has no public locator equivalent to BOP. ICE uses its own detainee locator, which covers current ICE custody and a limited recent-release period. VINELink cannot rule out any of those federal paths.
Use the BOP Inmate Locator only after federal sentencing or designation makes BOP custody plausible. A result such as “Not in BOP custody” speaks only to that federal prison system. It does not rule out North Central, WVDCR, USMS, ICE, probation, parole, or supervised release. For a federal pretrial matter, the federal docket and USMS records are stronger routes because a person may never have reached BOP custody.
The ICE Online Detainee Locator is also separate from VINE. Its strongest route uses the nine-digit A-number and country of birth, while its biographical route calls for exact names and country of birth. ICE reports current custody and a limited recent-release history, so an older release or exact-match problem can yield no result. No evidence establishes an ICE detention contract at North Central. Use this channel only when immigration custody is factually plausible, not merely because a person left the regional jail.
The West Virginia State Police registry has an even narrower role. It applies only to a person with a legal registration duty and is not a general post-release search. A registry hit confirms that limited status, while no hit proves neither confinement nor discharge. Do not use it as a substitute for the WVDCR event, VINE notice, or court order.
When the event needs to be stated with precision, request the WVDCR release or movement record with the person's identifiers, booking range, North Central, Doddridge case number, release time, type, authority, and destination. Pair that response with the operative court order. VINE then serves its best role: prompt notice that tells the reader when to verify.
