Where WVDCR Releases Go

WVDCR statewide facilities can release a person to the community on parole, conditional release, or mandatory post-release supervision. They can also record final discharge when the controlling sentence ends. A person may instead move between regional jails, prisons, and correctional centers. That is transfer within the same state system, not release from custody.

A Doddridge County sentence can lead to placement anywhere WVDCR assigns the person. Do not restrict the search to North Central or Salem. The movement or release record should identify the event and next destination. Sentence calculations supply date terms, VINE can report a custody change, and the Parole Board supplies a parole decision. The court order remains the source for the sentence and credited time.

Important: A new WVDCR institution means continued custody. Community release and final discharge require different records and should not be merged.

Search WVDCR Release Status

The official WVDCR offender-search landing page presents separate paths for daily incarcerations, jail offenders, prison offenders, and escapees or absconders. Choose the route that matches the person's actual custody. A recent regional booking belongs in the jail search. A state-sentenced person at Salem or another prison belongs in the prison search.

  2. Open the individual result and record each status and date label exactly as shown.
  3. Search the wider WVDCR system if the prior institution no longer appears.
  4. Request the historical movement, release, discharge, and sentence-calculation records when public OIS is incomplete.

OIS is not promised as a full released-offender archive. A missing active result can mean release, transfer, timing, or another display change. A dated agency response that expressly states release or discharge is stronger proof. For a Doddridge case, the county release record path adds the magistrate or circuit order and helps distinguish court authority from DCR processing.

Name the person, birth date or offender number, facility, sentencing county, case number, and date range. Ask for admission, movement, release or transfer date and time, event type, authority, destination or next custodian if recorded and nonexempt, sentence calculation, and discharge certificate where one exists. Request electronic delivery, redaction in place of full withholding, and segregable nonexempt portions.

Section 29B-1-3 provides up to five days, excluding weekends and legal holidays, for copies, an inspection response, or a written denial. Actual reproduction cost may be charged, but the statute does not authorize a search, retrieval, or man-hour charge. Ask for an estimate before copies are made.


WVDCR Release Date Terms

WVDCR policy defines Minimum Discharge Date or Final Release Date as the scheduled discharge date based on the sentence calculation. The Parole Board uses Parole Eligibility Date for the point when consideration becomes possible. State law makes clear that eligibility is not entitlement. The interview, grant, institutional processing, and community exit can occur on different dates.

Eligible adult inmates generally receive one day of good time for each incarcerated day under §15A-4-17, including presentence jail days credited by the sentencing court. Exclusions, forfeiture, restoration, limited extra time, and sentence structure can change the calculation. West Virginia's researched general rule is not a blanket eighty-five-percent formula. Publish DCR's calculation rather than making one from an arrest date.


WVDCR Release Record Types

The WVDCR policy index reveals why a request for one generic “release log” may be too vague. It lists distinct directives for inmate-resident release, release transportation, discharge certificates for convicted felons, out-processing to parole supervision, conditional release, and mandatory post-release supervision. Request the record by function, person, facility, and date. If an exact exit is at issue, seek the recorded physical release time and destination. A court order or Board grant can precede institutional processing, and a VINE event depends on the participating agency feed.


WVDCR Parole After Release

The West Virginia Parole Board decides whether to grant parole. WVDCR Parole Services supervises the person after release. These are separate bodies. Contact the Board about its hearing or written decision. Contact Parole Services about supervision and the assigned field office. Doddridge is in Northern District, Region 6, but both Clarksburg and Elkins official pages list the county, so assignment should be confirmed.

A regional-jail grant can involve added processing. The Board FAQ says a person granted parole in a regional jail transfers for DCR intake and fingerprinting before actual release and describes an expected interval of roughly seven to ten days. That makes hearing date, grant date, transfer date, and community-release date separate facts.

Parole discharge occurs later. It should be confirmed by the proper DCR or Board record, not inferred from prison exit or from disappearance in OIS. Probation is different again. It is court-ordered supervision, and a court discharge or extension order is the best proof of when it ends.


WVDCR Outside-Agency Transfers

North Central contractually housed United States Marshals Service detainees in WVDCR's FY2024 annual report. A person can leave the regional state facility while remaining in federal custody. USMS has no public release locator like BOP. Use the federal docket and USMS records for a pretrial federal matter, then BOP only after sentence and designation make it relevant.

ICE is separate civil immigration custody. No official evidence establishes an ICE detention contract with Doddridge County or North Central. Use the ICE Online Detainee Locator only when an immigration transfer is supported by the record. A state release field naming another custodian is much stronger than guessing from a missing OIS result.

Each system speaks only for itself. “Not in BOP custody” does not rule out WVDCR, USMS, ICE, local custody, probation, or federal supervised release. A no-result in ICE does not prove community release. Trace the custody chain agency by agency.


Verify WVDCR Final Discharge

The strongest final-discharge proof names the person and offender number, controlling sentence, calculated date, discharge event, and issuing agency. Pair it with the sentencing order when legal authority or jail credit matters. Preserve the retrieval date and quote status labels rather than translating them into broader claims.

VINE is useful for notice. It is not a certified court or historical corrections record. The official service warns that a facility transfer may not trigger a call until arrival at the next institution. Silence during transit should not be read as release. An absconder search also describes alleged unresolved supervision status, not final discharge or present incarceration by itself.

When OIS, VINE, a court docket, and an agency response conflict, ask WVDCR to reconcile the same custody episode. Identity matching must use more than a name. Offender number, birth data, institution, case, sentencing county, and date keep a Doddridge record from being joined to the wrong person or event.

A request should also distinguish the public status screen from the legal or booking file. WVDCR policy says the file can include the holding document, time sheets, and sentence calculations. Those records explain dates that the public interface may not retain. Ask only for the fields needed to verify the event and accept lawful redaction of protected material.

Final discharge should be stated only when the agency record uses that term or the sentence and supervision records support it. Physical release may start parole or mandatory supervision instead. A transfer may remove the person from one institution's view while keeping the same offender in WVDCR custody. Quote the event, date, and source so those distinctions remain clear.

Retain the offender number with every saved result.

For a Doddridge sentence, record both the sentencing county and current institution because WVDCR placement can change while the same state custody continues.
