Where Salem Releases Go
A Salem departure may lead to the community under parole, mandatory post-release supervision, or conditional release. It can also be final discharge when the controlling sentence ends. These terms are not interchangeable. Parole keeps the sentence active under WVDCR supervision. Mandatory supervision converts a defined part of the custody calculation into supervised time outside the institution. Final discharge marks a later legal endpoint.
Movement from Salem Correctional Center and Jail to another WVDCR prison or correctional center is a transfer. The person remains in state custody even if Salem no longer appears as the institution. A release or movement record should name the event and destination. Sentence calculations, VINE, and Parole Board material can add context, but none should be read in isolation when exact physical departure matters.
Confirm a Salem Release
The WVDCR offender-search landing page separates Daily Incarcerations, Offender Search for Jails, Offender Search for Prisons, and Escapees or Absconders. Choose the prison search for a person held at Salem. Session-based endpoints can change behavior, so begin at that stable agency page and note the date of the check.
- Search the exact name and compare the offender number, age or birth data, institution, and sentence information shown.
- Record the status and date labels verbatim. Do not turn a parole eligibility date into a release date.
- Check VINE for a reported custody change and the Parole Board only when a parole decision is involved.
- Request the WVDCR movement, release, and sentence-calculation records for historical proof.
If Salem disappears as the listed institution, search the broader state system before concluding release. Another DCR placement means custody continues. The Doddridge County release search supplies the court and records-request path when a Doddridge sentence or case must be reconciled with state movement data.
Note: A Board grant authorizes a conditional path, but conditions and institutional processing may separate the grant date from physical release.
Salem Release Records Contact
WVDCR lists Salem at the following location and provides separate general, fax, and court-order fax numbers. Use the general line to confirm current records routing. The court-orders fax serves a distinct function and should not be treated as a general public-record request line.
Salem Correctional Center and Jail7 Industrial Boulevard
Industrial, WV 26426
Phone: 304-782-2371
Fax: 304-782-4816
Court-orders fax: 304-782-4285
A focused request should identify the person, offender number if known, Salem, the date range, sentencing county, and requested functions. Ask for the movement or release record, release type, recorded timestamp, destination or next custodian when nonexempt, sentence calculation, and discharge certificate when one exists. WVDCR policy lists separate records for inmate-resident release, release transportation, conditional release, parole out-processing, mandatory supervision, and felony discharge certificates.
West Virginia FOIA requires a reasonably specific request. Within the statutory five-day period, excluding weekends and legal holidays, the custodian must supply copies, set a reasonable inspection time and place, or issue a written denial with reasons. Actual reproduction costs may apply. Ask for electronic copies, segregable nonexempt parts, and an advance estimate.
Salem Correctional Center History
The official Salem facility page is the page-matched source for the institution's identity and location. Its captured view is shown below.
The image helps distinguish Salem from North Central and anchors the correct WVDCR facility page before a prison release search begins.
Salem was the West Virginia Industrial Home for Youth until July 1, 2013. Old search results can therefore describe a different population and institutional function. The current institution is a state correctional center and jail, officially described by WVDCR as in Harrison/Doddridge County. Historical names should be matched to the date of the record instead of being treated as present-day custody labels.
This history also explains why a web result alone can mislead. A page written before the transition may not describe current adult corrections operations. Confirm the source date, the person's custody dates, and the agency name before using an old reference to locate a release file.
Salem Release Date Terms
WVDCR uses precise date terms. A Minimum Discharge Date, also called a Final Release Date in policy, is a sentence calculation. A Parole Eligibility Date is the first point when a person may be considered by the Board. Eligibility confers no right to release. Conditional and mandatory-supervision dates describe other legal routes out of physical custody.
- PED
- Parole Eligibility Date, not a promise of release.
- MDD
- Minimum Discharge Date or scheduled final release date based on the calculation.
- Parole
- Conditional release while the sentence continues under supervision.
- Transfer
- Movement to another institution while custody continues.
Eligible state inmates generally receive one day of good time for each incarcerated day under West Virginia law, subject to exclusions, loss, restoration, and case-specific rules. That framework is not a blanket rule that every person serves a fixed percentage. The sentence order, jail credit, consecutive or concurrent structure, and DCR calculation control. Use the recorded dates, not an estimate derived from an arrest date.
Salem Discharge Record Proof
A reliable Salem discharge conclusion uses sources that answer different questions. The prison search identifies the state record and current public status. The movement file shows where custody went. The sentence calculation explains the date terms. VINE reports a participating agency's custody change. A parole decision establishes the Board outcome, while the court order establishes the sentence.
| Record | Best use | Do not assume |
|---|---|---|
| Prison offender search | Identity, institution, displayed status | A missing result proves discharge |
| Movement/release record | Event, time, and destination | Every field is public |
| Sentence calculation | PED, MDD, credit, and term data | PED is an exit date |
| VINE event | Reported custody change | The event states the full legal reason |
When records disagree, preserve each retrieval date and ask WVDCR to reconcile the identity and custody episode. Exact names and offender numbers matter. A common name, a historic institutional label, or movement to a sibling facility can otherwise create a false Salem release conclusion.
After a Salem Release
Parole supervision belongs to WVDCR Parole Services, not the Parole Board. The Board decides parole; field offices supervise it. Doddridge is in Northern District, Region 6, and official pages for both Clarksburg and Elkins list the county. Do not assign an office based only on distance. Call to confirm the actual supervising office.
Probation is different. It comes from a court sentence and does not necessarily follow a state-prison release. Final parole discharge also occurs later than prison exit. Under the researched state framework, a parolee may remain supervised toward sentence maximum, and DCR can seek early discharge in qualifying circumstances. A separate court discharge order is the sound proof that probation ended.
Some specified cases can have extended supervised release after incarceration, probation, and parole. Mention that status only when the offense and governing order support it. A Salem physical release should never be broadened into a claim that every form of supervision or every other hold has ended.
VINE adds event notice but does not replace the release file. WVDCR warns that a facility-to-facility movement does not prompt a notification call until the person reaches the next institution. A period without a call may therefore be transit, not freedom. Register against the correct person, compare the reporting agency, and keep the confirmation details private.
Older Salem records need an added date check because of the institution's change from the former youth home. Ask WVDCR to search the name used at the time, the custody dates, the sentence, and the correct facility identity. If a public result has vanished, request the historical record rather than treating the gap as proof of either release or expungement. Sealed, juvenile, and legally restricted material must remain outside public-facing claims.
The Doddridge connection should also be proved, not presumed from WVDCR's Harrison/Doddridge location wording. Use the sentencing county and case number. A person held at Salem may have been sentenced elsewhere, just as a person at North Central may be tied to any of eight served counties. Facility geography is not a substitute for the court file.
If release plans depend on a precise date, call before travel and ask for current agency guidance. The researched sources do not publish a Salem release door, family waiting zone, or guaranteed departure time. Sentence calculations and Board outcomes can change before processing ends. Only the recorded exit and destination settle the actual custody event.
Document the answer with the date received.
When parole applies, keep the Board decision and the later WVDCR release event together because a grant can precede physical departure and supervision.
