Doddridge Released Mugshot Records
A booking photograph is made during a custody intake. It records appearance at that point. It does not establish guilt, the final court result, or community release. At North Central Regional Jail and Correctional Facility, WVDCR is the custodian of the state booking system. The Doddridge County Sheriff's Office may hold a different photo in its own arrest or transport file, but it does not operate a verified separate county jail release gallery.
West Virginia FOIA permits a requester to seek a public record, while exemptions, redaction, sealing, and expungement must be applied record by record. A photo is not unconditionally public merely because it once appeared online. Juvenile material, sealed matters, protected personal details, and security-sensitive records require care. Ask for the exact booking episode and seek segregable nonexempt material if part of the file is withheld.
The release fact needs separate proof. OIS is active-inmate focused, so a photo on a live result is evidence of a displayed custody record, not a released result. After the entry vanishes, request the movement or release record and compare the Doddridge court disposition. A transfer to another WVDCR site or an outside agency is not community release.

Each photo channel has a different scope. Start with the agency that created the image. Use third-party and news copies only as clues, then return to WVDCR, the sheriff, or the court to confirm identity and disposition. The state correctional image may not be the same photograph taken during a regional-jail booking. Label the agency and date. VINELink may help verify custody status, but the research does not establish it as a dependable Doddridge released-photo archive. A current photo and a release record should never be merged without matching identifiers.

Doddridge OIS Mugshot Limits
The official WVDCR OIS disclaimer states that appearance in the system is not an indication of guilt or innocence. It also contains specific limits involving the copying of booking photographs for publication. Read and follow the live terms at the time of access. Do not convert an active OIS image into a local released-person gallery.
WVDCR Policy 151.00 adds useful file detail. It says a legal or booking file is prepared for each new booking and calls for front and profile photographs through LiveScan, while only the front image is used in the OIS header. That supports a focused request for the booking file and an identified photograph after the public result disappears. It does not establish that every image must be disclosed.
No verified official NCRJCF released-photo list was found. The state search includes active and daily-admission paths, but admissions are not releases. If an image no longer appears, absence can reflect release, transfer, timing, a legal restriction, or public-display policy. Ask WVDCR for a dated response instead of guessing.
Request Doddridge Booking Photos
A narrow request gives the custodian enough detail to identify one photo without sweeping in unrelated records. Under W.Va. Code §29B-1-3, direct a reasonably specific request to the record custodian. The law provides a response framework within five days, excluding Saturdays, Sundays, and legal holidays: furnish copies, advise a reasonable inspection time and place, or deny in writing with reasons. Actual reproduction costs may apply, but the statute does not authorize search, retrieval, or man-hour charges.
Ask WVDCR for the NCRJCF booking file and photo. Ask the Doddridge sheriff separately for a photo it created or holds. The sheriff's arrest record and WVDCR's custody file are different sources. There is no verified special photo fee, so request electronic delivery and an estimate before costs are incurred.

W.Va. Code §29B-1-4 includes exemptions for protected personal information, certain law-enforcement records, statutory confidentiality, and specified facility security material. A historical photo request should not seek staff movements or operational security details. The Doddridge County release-record process provides the broader route for a matching custody event.
Doddridge Mugshot App Reality
Doddridge County promotes an official app called Doddridge Connect. Its published feature list covers county news, events, alerts, preferences, calendars, contacts, maps, sharing, and embedded county web access. It does not advertise an inmate lookup, recent-release list, or mugshot function. The county's linked social channels also do not promise a release-photo feed.
This distinction prevents a common error. A genuine county-branded app is not automatically a sheriff jail app. Do not treat a generic jail app or scrape service as official. Before relying on any future app, confirm the developer, direct agency endorsement, platform listing, release controls, update statement, privacy terms, and whether photos remain visible after release.
Official agency social posts have their own limits. A dated arrest post documents what that agency chose to publish then. It does not update itself when a court dismisses a charge or when WVDCR transfers or releases the person. Always pair an old image with the current court and custody record.
Doddridge Expunged Mugshot Records
Expungement can change why a historical photo or release record is missing. Under W.Va. Code §61-11-26, the clock for qualifying convictions runs from the latest of conviction, completion of incarceration, or completion of supervision. The general periods are one year for one eligible misdemeanor, two years for multiple eligible misdemeanors, and five years for an eligible nonviolent felony. Many offenses are excluded, and relief requires a court order.
When granted, the order seals covered court records and directs covered agencies to expunge their records, subject to limited later access. Read the specific order. Identify every agency served and ask each custodian how it was implemented. A no-result may reflect lawful removal rather than a weak search query. Juvenile and independently sealed matters have separate protections.

Section 61-11-25 supplies a separate route for certain dismissed charges. Do not assume an old booking photo stays public after relief, and do not assume disappearance proves that relief was granted. Verify the docket and order with the clerk.
Doddridge Mugshots Beyond Agencies
Third-party aggregators and news archives can preserve a photo after the official public view changes. Their copy may have the wrong release claim, omit a later court result, or confuse transfer with community release. No commercial mugshot publisher is an authority for WVDCR status, and none is linked here. Use any discovered image only to identify a possible source date and agency, then verify it against official records.
A reputable local news report or an official press release can show that a photo was published at a point in time. It does not prove current custody. Check the story date, caption, named agency, later docket, and release or movement record. For a common name, compare birth information, case number, booking date, and facility before concluding that two records concern the same person.

Doddridge Social Mugshot Removal
West Virginia has a narrow official social-media rule, not a general claim that all booking photos must vanish. W.Va. Code §62-1-6a regulates law-enforcement agencies' social-media sharing for defined minor offenses, subject to stated exceptions. DCR is excluded from that section's definition of law-enforcement agency, so the rule should not be applied to WVDCR OIS by analogy.

The statute requires an agency to remove a covered social-media photograph within fourteen days after a qualifying request when the documented result is dismissal, no indictment, acquittal, or a conviction later reversed, vacated, or nullified. Exceptions still matter. The court disposition should accompany the request.
This is not a blanket FOIA exemption and does not show that the underlying booking record was erased. It does not command a news outlet or every other publisher. Ask the agency that made the post to apply the specific law to its own post, and separately ask the record custodian about the underlying file.
